For home vents; and other metal, prepare the surface; then paint with Rustoleum spray paint. The Rustoleum with last for years.

Be carefull to protect your lungs and face from airborne paint.
For rusty items, simply brush off the surface lightly; and, use Rustoleum Rusty metal primer and paint.
